Bill Pratt

President & Chief Executive Officer

Mr. Pratt has more than 35 years of experience serving in the middle and executive levels of the senior living industry. He worked for 11 years for Luther Affiliated Services, serving four years as President/CEO of Samaritan HealthCare Inc., Cranberry Township, Pennsylvania, and seven years as Executive Director of Passavant Retirement Community, Zelienpole, Pennsylvania. Mr. Pratt also has served as a lecturer for associations, events and conferences including to the Wisconsin Association of County Homes, National Association of Senior Living Industries, and at the Pennsylvania Association of Not For Profit Homes for the Aging (PANPHA) annual meeting.

Mr. Pratt has served the long-term care/retirement industry in numerous volunteer leadership roles including as a Board Member of the Alzheimer’s Leadership Council of Rockford, Illinois, cabinet member for CCRCs for Life Services Network, and Board member of Camp Forest Springs. Mr. Pratt also previously served Life Steps, Inc., as Chairman of the Board, member of the Executive Committee, and Chairman of the Program Committee. As a devoted community member, Mr. Pratt also has served as Chairman of the Board of his church for six years, and has been a member of the Downtown Rockford Rotary Club since 2000.

Mr. Pratt holds a BSN from the University of Wisconsin, Oshkosh, and is licensed as a Registered Nurse and Nursing Home Administrator. He has completed extensive course work on Long Term Administration at the University of Missouri as well as numerous courses in management, continuous quality improvement, personnel relations, and staff development. He has attended Ziegler Financial Conference for the past six years and has served as a panel member for financial education at Life Services Network’s annual meeting.

Debra Adkins

Chief Operating Officer

Ms. Adkins joined Wesley Willows in 2003 as the Campus Administrator and was promoted to the position of Chief Operating Officer in 2005.

She came to Wesley Willows with more than 25 years of experience in business operation and management in both for-profit and not-for-profit organizations. Ms. Adkins’ long-term care experience prior to her work at Wesley Willows spanned nearly eight years as a Program Director and Nursing Home Administrator. She has served on the Nursing Cabinet of LeadingAge Illinois, and has been an educational presenter at the organization’s state and national conferences. Additionally, she has spoken at the national conference of the United Methodist Association. Ms. Adkins has been a CARF-CCAC accreditation surveyor since 2008, surveying service providers across the country and in Canada.

Ms. Adkins, a Licensed Nursing Home Administrator, is a graduate of Illinois Wesleyan University with a Bachelor of Arts Degree in Psychology. She has completed a Multi-Disciplinary Certificate Program in Geriatrics for Non-Physicians and the Rush Alzheimer’s Disease Unit Director Course. Ms. Adkins has previously worked as a School Board Member and Secretary of her church board.

Mark Ticknor


Mr. Ticknor joined Wesley Willows in 2002 as CFO and Vice President of Finance.

Prior to becoming a part of the Wesley Willows team, Mr. Ticknor spent 25 years with Elco Textron and Textron Fastening Systems, a Fortune 250 manufacturing organization. During this time, Mr. Ticknor served as a Group Controller with direct oversight of multi-plant financial operations including restructuring and cost reduction programs and as the Divisional Controller for several locations.

Mr. Ticknor holds a Bachelor of Science Degree from Northern Illinois University with majors in accounting and finance and is a certified CPA. He has attended Ziegler Financial Conferences for several years and is a CARF-CCAC financial surveyor. Mr. Ticknor is also devoted to the community. A lifelong Rockford resident, he serves as the Treasurer of his church, serves as the Treasurer of Rockford Area Lutheran Ministries and Katie’s Cup, a Lutheran Coffee Shop, and was the Chairman of the Visiting Nurse Association in Rockford.

Jennifer O’Brien

VP & Chief Human Resources Officer

Jennifer O’Brien joined Wesley Willows as the Corporate Director of Human Resources in September 2015.

Jennifer is responsible for directing corporate-wide employment processes including recruitment, employee selection, training, safety, benefits, and organizational development.

Prior to joining Wesley Willows, Ms. O’Brien had 10 years of experience as a Human Resource Director in the healthcare and not-for-profit industries. She holds both a Bachelor’s and Master’s Degree of Social Work from Illinois State University and the University of Illinois. Jennifer is an active member of the Society of Human Resource Management (SHRM). A lifelong resident of Rockford, Jennifer serves as a volunteer on the Re-employment Networking Team at her church. She is a graduate of Leadership Rockford and currently serves on the YMCA Youth Achievement Advisory Council.
